NOSTC proposes to constitute a NOC (National Organizing Committee) headed by a competent science communicator as Chairperson and comprising representatives of NCSTC, state councils, national institutions of science communication, science communication organizations, etc. Comprehensive terms of reference will include developing communication software. Many consultations will be web based and physical meetings will be organized only when unavoidable. National Organizing Committee (NOC) will coordinate the implementation of the program with the help of Task Forces set up for coordination of field level activities. The members of the Task Forces will be the nodal officers from various partner organizations. Campaigns and activities will be planned and executed to ensure reach in North, East, North East, Central, South and West Regions. Agricultural load, seasonal compatibility, school calendars, and other regional sensitivities can be considered while implementing the outreach activities.

Modern tools of Squared Network schedules will be used to draw up targets and resource allocation. There will be four distinct phases of the project: preparatory for designing the campaign, developing software, identifying local partners etc. Phase Two will be field work including training of volunteers and communicators will be possible after the lock down is lifted. Phase three will be field campaigns. The final Phase four will comprise compiling data and analyzing results. Time and resources will have to be estimated for each phase and smooth flow of resources will ensure that the activities do not suffer.
